Is it possible to have a different frame rate for different parts of your movie?

no... your _root timeline controls the timeline for the rest of the movie (and any that gets loaded in). There is a way to control the speed of your animations (utilising setInterval is one method)... Peter Hall has another method (using moocks fps limitier)
